Going off game mechanics, Battle Bonded Water Shuriken hits 3 times for 20, and Blast Burn hits for 150. Half of Blast Burn is 75, which is 1.25x Water Shuriken's 60.

Baraggan is oddball.
Stark was clearly superior than shunsui in terms of strength. Shunsui is somewhat around shikai yamamoto level. Wonderwise got one shotted by base yamamoto when he went for it.
