Because both 4th and Final Fusion can only hurt Ichigo when he's being casual,(tho potentially their durability should scale to dangai) not only that,but Ichigo's 3-C comes from Dispelling Ultra Fragor,so if Fourth and Final fusion scaled to dangai im fairly certain it would just downgrade Dangai to 4-A.
Basically Dangai Ichigo>Monster Aizen Ultra Fragor(12x Fragors combined into one)>Monster Aizen>Butterfly aizen.
