Even if he was emotionally distressed, that is an entire one shot gap above her.

You would need context to how nerfed. Ichigo being explicitly nerfed to that level with direct statements of such could be the case, but not one that upscales from Yhwach without quantification or any literal statement. A captain-level Candice got her attack no-sold by an Ichigo holding back far more than he did against Uryu, so I don't see why a vice captain could.
