I'm almost positive there was a scene where we saw Cap's eyes filled with electricity. I trait exclusive to Awakened Thor irrc

Cap scales to High 6-B regardless. He could fight Thanos, trade blows and even took a direct hit from the sword. Hell he even used Stormbreaker without his eyes getting melted out of his skull.

Whosoever holds this hammer, if he be worthy, shall possess the power of Thor.

Cap is worthy, he was holding the hammer, Thor is High 6-B. Also, to whoever said that power of Thor = lightning manip, Thor 1 clearly shows that physcials is also part of Thor's power since it made Thor go from human to mountain which was the power of Thor at the time.

Base Thor would scale from Cap, as it's his power that's being channeled through the latter. That also means, as a wielder of Mjolnir, and therefore on par with Thor, he's strong enough to wield Stormbreaker without crumbling to dust or something.
