I always found it weird that, throughout all of the Archie series, Pre-Gen Sonic didn't resist Time Stop. Full agreement here, nice find!

Except Sonic wasn't hit by the time-immobilizing ray. He's pretending to be frozen to trick Eggman. This is Sonic Super Special 5 for anyone wanting to fact check.

Absolutely, Eggman is aiming at Knothole Village, he does not hit Sonic when it fires. Evident by A. it missing him and B. himentering the Great Forest after everyone is frozen. He then comes up with the plan to pretend to be froze to infiltrate Eggman's base. That last scan is the page directly before ShadowWarrior's scans.
