Omipotence isn't taken seriously, as...well...it's omnipotence. He's not seen to be higher than 4th dimensional, and has a clear show of power. Omnipotence is thrown around like that so no...it doesn't get a boost like that (though true Enerjak is 2-A).

Master Mogul could destroy Multi-Verses. Because of the wording, we're forced to assume that he meant multiple universes at once. And he didn't destroy them all at once. Destroying building after building doesn't make city block level.

While indeed, Archie Sonic is one of the fastest quantifiable characters in fiction, (probably 2nd behind an amped Wally West) that was the cosmic interstate, making it far less impressive that running tho, though by the way you worded it, it's what you said is probably true.
