Pretty much. If he created a body out of nothing but his 2D non-corporeal form (whatever it is), then there's nothing stopping him from doing it again

it maybe can sound like NLF, but nobody in undertale can affect Annoying dog, he should have like a kind of invulnerability, even the ones like chara/frisk/asriel cant affect him =/

not as far I remember, Bill could turn the entire gravity falls into a strange thing, he can turn ppl into object as well, but his powers was restricted due the barrier that restrict Bill ''Weird'' powers, without it, he should be able to affect the entire multiverse, which is 2-A
