Allowance for an ad character in the wiki

Can I make a profile for this character? She actually has some feats.

Yes. An ad is not an "actual story". It's a 30 seconds sketch

I mean, it needs to be a book, a movie, a cartoon series, something like that.

It needs to be something establishing a setting, a plot, etc

I agree with Saikou, Kaltias, and Wokistan. Creating profiles for characters that barely even qualify as characters, due to not originating in actual stories with an actual narrative and defined personality, is highly inappropriate and would set a terrible precedent for the wiki to allow anything whatsoever.
