Does making a verse page require a pre-existing profile for a character in the verse to be made beforehand?

I'm trying to make a verse page and heard somewhere that you need to have a profile for somebody in the verse before making the verse page but I'm not sure if this is true.

You don't need an existing character profile to make a verse page, but you do have a deadline after making the verse page to add some character pages to it. I've seen it happen to a different verse before.

It's not like you need to publish the Verse Page, you can keep it in your Sandbox/Blog post until you're ready as well.
