It doesen't work that way. The Wither storm is possible High 3-A, but he can't be 4-B just because you want him to.

Please, can you discuss it and not focus on the AP thing? I just want to see what happens. I dont mind if this is a fun and games or whatever match. Im not doing this to get it added in any profile, just for entertainment.

Second edit: I thought the reason for Bill's tier was that he could grow stronger into potentially becoming a High 1-C? why is it bad to take a tier from his "growth period"? Also, iirc, he does this via dimensional stuff... so this would be 5D Bill (which is very possible for him before being 7-D).
