Super Saiyans buffed with S-Cells probably have a distinct feeling, and they're talking about that there as well. It's perfectly normal for people who can sense anything with Ki to feel Super Saiyans distinctly.

While true, that would not mean the individuals with the same dna have the same consciousness as you implied. Take for example indentical twins or clones. The part of DNA that consciousness presumably arises from is not specific to each living thing man. Even if Cell has their DNA, he wouldn’t have their mind unless it was artificially put into him
