I think they're probably comparable in fighting skill with Meruem being a bit more skilled, but Meruem's would learn faster. The reason I think that they're comparable is cause even if Meruem only fought Netero, the way he got his injuries on Netero was by forcing Netero to create openings he could exploit. Netero was the most skilled fighter in the series, so being able to create openings in his technique is incredible, meanwhile even though All Might has the experience advantage, he only ever seems to brute force his way through with his incredible tenacity and willpower., rather than employing actual tactics and skill.
