For the "they are not souls" Demons are actually souls which physical bodied rely on the dark energy on hell. Sinners appearance are based on their soul. This doesn't mean they get low-godly though like you said.Well, since we're here.

Vivziepop has stated that Hazbin-Helluva and Zoophobia do not take place in the same world, with their differences in the structure of Hell and differences in their royalties ruining the possibility of a shared universe, so this argument is moot.
Low-Godly Regeneration
The demons are not souls themselves, so them having the ability to regenerate does not qualify for Low-Godly Regeneration.
Sir Pentious was not blown apart by Alastor's assault. Those large chunks of black and green meat are the tentacles that Alastor summoned and not Sir Pentious. In the post-credits scene, we see Sir Pentious emerging from the crater left behind by the attack, broken and banged up, which invalidates the argument that he was blown to pieces and regenerated from the explosion. If he were torn apart and then stitched himself together, he would not have the injuries he had, like broken bones.
On that note, the demons are not souls. They do have a physical form. Angel Dust's comment about being already dead seems to imply that Sinners are undead, and Hellborn demons are born, so it goes without saying that they are not purely souls. Sir Pentious receives broken bones, demons can be affected by illnesses and venoms, normal humans (i.e., Martha and her family) and robots (i.e., Robotic Fizzarolli) can interact with demons which would be impossible if they were souls and thus incorporeal. Also, whenever Vivziepop brings up the immortality of demons and their "true death" through the angels' weapons, she states that "their souls cease to exist" or something along those lines, meaning that these demons are not manifestations of souls, they are creatures with souls.
At the least, they have Low-Mid, but if you really want to stretch it, you could claim they have Mid Regeneration, based off of the fact that the thief at the beginning of the pilot who was crushed was stated to have survived being flattened, and thus likely returned to a normal form afterwards, but that's a big stretch.
Curse Manipulation... for Alastor
Not sure if being a "dealmaker demon" qualifies for Curse Manipulation. It seems to be just an extension of Magic and/or Soul Manipulation, since his deals are stated to revolve around the exchanging or pawning of souls. But, if magical dealmaking is an ability under Curse Manipulation, then it can be applied.
