Can Sai's stories be Outerversal? If so, would he not be several levels of infinity above baseline?

Due to the unfathomably high gaps of power between characters within this category, and how hard it is to accurately compare levels of complexity between the cosmologies of different fictional works, these threads should not be discussed for anything beyond casual entertainment.

TL;DR, 1-A matches or above are not allowed because they are above logic or something along those lines but I voted for fun anyways. I didn't expect it to not be on Fun and Games though, I guess I should've looked.

If we consider the fact that Sai can't "harm" Yato and also that Yato can't kill him for good because an "at least High 1-A" doesn't allow that... This counts as a tie?
