to me, seems like Black Noir has the better pain tolerance and better h2h
so i think it'd start like a shoot-out then if they both shoot each other, Black tanks the pain better and wrecks him in h2h

If he's caught in a situation where Two-Face manages to hold him at gunpoint, Noir can also strike him while he's distracted by his coin like how Robin did. Voting Not Batman.
