Can Rimuru get Quantum Manipulation in this feats?

The following is an excerpt from the Light Novel volume 11

An 'information particle' was a substance smaller than even 'spirit particles',
and was close to having no mass at all. All matter in the world had to contain
'information particles'.
Even though they only existed in my 'Stomach' and Chronoa's 'Infinite Prison',
these 'information particles' could be observed. Raphael seemed to have the ability
to manipulate information particles to either combine or abolish Skills.
Now with the access granted by the owner of the 'Infinite Prison', Raphael
obtained the freedom to exercise its authority over it.

How should I put this... Raphael-san sounded very happy. It must have been
just like that one time when it was playing around with my Skills.
The series of events that took place next happened extremely fast.
Before I could do anything, Raphael took charge by itself.

Actually, it probably didn't have to ask for my permission.
Since it wasn't my Skill-eh, this felt a little off.
Ignoring my concerns, Chloe-Chronoa-their power evolved to Ultimate Skill
'Spacetime King Yog-Sothoth'. Moreover, even the discarnate entity Chronoa,
which was originally the other personality of Chloe, went through the upgrade to
become an information-particle entity called 'Manas', which gave her the authority
to manage Skills and ability to switch with Chloe at any time.
Is it really okay to make such drastic modifications?
I wanted to follow-up with a 'No, it's not okay at all'—but everyone seemed
okay with it.
"Rimuru is always so reckless, but I love Rimuru for it!"
Not only did Chronoa hug me, she kissed my right cheek.

There Rimuru could manipulate information particles. Information particles are the smallest substances that make up everything in the Tensura verse. So, can it be categorized as Quantum Manipulation?

but everything on the verse is made by it, which should qualify to quantum manip, and info particles are even smallest than others sub atomic particles of the verse, and info makes the verse existance, so

manipulation info is also included, but what is dominating here is the particle, which manipulating the particle is included in matter manipulation. And here I say Quantum manipulation because It states that information particle is the smallest physical substance that makes up everything. Here the Quantum Manipulation scale reaches the universal scale for now

Very much disagree with this. Information particles work completely different from quantum physics.

They're a verse mechanic and not something that can be equated to quantum manipulation.

Space Time Control... Instantaneous travel is possible with my will alone

With this skill, he can teleport across universes or within his own with a thought. it is possible to send/bring people with it, even if the dimension is sealed. His will is only necessary since he had used this to appear in front of an opponent with a thought and brought his mother from another universe by tearing open the dimensional walls of that universe. He can use this skill for movement.

Apparently this thing was counted as infinite speed. It's Quite* similar to Space-time control

Well aside from the fact that this isn't relevant to this thread, the reason it has infinite speed is different from space-time control. Then there's also the fact that Yu only "possibly" has infinite speed with warp.

Not really, it is more so information not something like data. Rimuru already has both abilities in his first key.
I am neutral on Quantum Manipulation.

Data Manipulation is the ability to manipulate computer data for a variety of purposes.

Information particles isn't computer data. This suggestion makes zero sense.
