manipulator of vectors vs the fastest man alive?

I have been thinking about this one for a while now due to Flash's kinetic force manipulation vs Accelerator's Vector manipulation

Who do you see walking out of this fight alive?
 
Mismatch, Flash outspeeds Accelerator's calculation speed.
