Thats because Dimentio used it to mind control Fracktail to attack Mario, otherwise, most of the time, he will fire projectiles.

Firing projectiles in battles that he doesn't take seriously? He mind controlled O'Chunks, battled Luigi until Mario left; when they were safely separated he mind controlled Luigi. His fights against Mario were just test battles, as his goal the whole time was to get the heroes to defeat Bleck so he could take control of the Chaos Heart.
