Also, like you said yourself, Dio acts differently around Joestars. Awakened DIO's plan for killing Jotaro would've worked if Jotaro didn't have the ability to stop time.
 
Dio had the chance to kill Polnareff instantly here, but didn't.

For Kakyoin, Dio played around with deflecting Emerald Splash, before finally summoning The World to attack Hierophant Green.

For the Polnareff part, he was waiting to see if Jotaro was going to do something about it. Literally right after that, he says out loud that he's about to kill Polnareff and then the moment Jotaro twitches he goes back to the rock to see if he's alive.

Lol what, in the manga he did no such thing. Dio was about to cut off Jotaro's head then Polnareff comes in and stabs Dio. Dio stops time and has the chance to donut Polnareff, but decides not to. Dio wasn't using Polnareff to get Jotaro to do something, he was simply aiming to kill Polnareff because he thought Polnareff was the last Stardust Crusader.
 
Again, Someone that can time stop > someone that can't in terms of priority. Dio incapitated someone he could have finished off later when there's someone that could kill him right in front of him.

^I misread into that you were saying that Dio didn't try to kill Polnareff in the manga with the stop sign. The thing I said before that still applies.

Dio had the chance to kill Polnareff after Polnareff stabbed him and then immediately get back to cutting Jotaro's head off, but didn't. Dio likes to prolong things, it's been emphasized multiple times throughout the series, by Straizo and Dio himself.
 
Yeah, and when he tries to attack him, it fails because he's too far away. Yes, I know he managed to punch him but the distance was too far for a donut.

It's not like he prolonged Kakyoin or Joseph. Besides, part 1 Dio and Part 3 Dio act different. When did part 3 Dio say he liked prolonging things? Anyways, since the closest thing to this ability Dio would know of be Vanilla Ice's void thing, he'd just timestop and go for the kill so she doesn't get away.
 
Dio choosing to deflect Emerald Splash instead of summoning The World right away is an example about prolonging the fight. He could have punched Hierophant Green right away and force Kakyoin in the very least to retreat. The point isn't that he failed to kill Kakyoin at that moment, the point is that he was messing with Kakyoin at that moment, showing his superiority by deflecting Kakyoin's attacks without The World.

"When did part 3 Dio say he liked prolonging things", things like Dio deciding to test his new time stop limit is very similar to Dio's behavior in part 1 where he liked to try out ice powers or eye beams.

Again, he did this against someone who's limits he knew(at the time) and was right in front of him. Saying he would do this against an opponent he has never met before with an ability he has never experienced before is just downplay for no reason. P1 Dio becoming a new type of being with body control leading to multiple new powers is completely different from just getting his old powers back and a few more seconds of stopped time. You're basically saying that because Dio acted cocky in front of people he knows that were weaker and had worse abilities to him(from his perspective), then he'll do the same to someone he knows nothing about besides them having a potent power.
