Depends on the Master of the Voice using it, but the more Hax-Aligned Thu'um are more like unquantifiable Information Manipulation that affects shit on a conceptual level.

Tonal magic has been shown to affect the Heart of Lorkhan, which a bunch of Low 1-Cs (or High 1-Bs, since Trinimac) couldn't do anything about it. It doesn't have the AP for sure, but its info/conceptual manip should work at that level at least.

Therefore I vote for Nanashi. Dovahkiin cannot get past immortality. He doesn't have any resistance to conceptual abilities or erasure on his profile.
