Which A are you talking about? but either way i'm pretty sure Enel takes this, the only difference is that the thrid raikage would take longer to defeat.

Enel imo. The fourth may be physically stronger and tougher, but Enel has better lightning attacks. Besides, would he even be able to hit enel, even without intangibility?

Enel is 7-C (7-B with raigo), A is 7-C -- Both are at similar speeds, Enel has superior use of lightning given he has superior range and is virtually immune to it since his body is made of lightning.
This is a stomp thread on the simple basis that physical blows do not work on Enel and he is lightning itself. Even if we remove intangibility, Enel stomps with Raigo.

We can't always use his intangibility like this. Haki allows solid blows due to willpower, who's to say that the Raikage, if in OPs verse would not have said haki? Ofc he still loses either way.

haki isn't required to hit a logia... the counter element can bybass the elemental intangibility and thus harm the real body (but the logia user has Regenerationn to make up for it). The Raikage does not have any way to hit Enel.
Enel stomps here. His Lightning attacks are superior, also, intangibility and Observation Haki.

Hfh you missed my point entirely. But yes, this is still a stomp due to enels supremely more powerful abilities.

Yeah without haki raikage won't even scratch enel, i think this will be a better match if you give Raikage a sea stone weapon.

I think that Enel can't be touched and got a better destructive power than A. If the Fourth Raikage get a sort of haki i guess Enel will lose, if not, Enel win.
