Armstrong is more skilled for keeping up with Raiden, has better LS (Class M vs Class G) and is more versatile. And considering he massively scales above his 121 kiloton feat and has fire that can harm Raiden, who's resistance is better than doomsday's, it should be enough to take him out. My vote goes to the Senator.
