For one, because speed is equalized. For two, no, not being able to use wincons and not having wincons are different. Rarity can "hypothetically" take Sarasvati out, as you say; it matters. Is it unlikely and would it require some specific situation? Yes. But is it imagineable she can achieve it a small % of the time? Yes.
If Rarity can hit and damage Sarasvati a couple few times, then it is possible that she can hit and damage her some more, potentially enough to squeeze out a victory. Is it likely? No. Is it possible a small % of the time? Yes.
Again, even if the chance is very small, Rarity has a chance to beat Sarasvati. Which means Rarity can beat Sarasvati, but the gap between them also means she won't.
If I take my previous analogy. If I face Ronaldo in football, I both can't and won't win. If my football player friend faces Ronaldo, he can win, but won't. This is similar here. Rarity can defeat Sarasvati, but won't.
The randomizer of the brackets unfortunately placed Rarity against an opponent which, like Armor said and I can agree, is a little unfair. That doesn't constitute a stomp, though. The difference may be subtle to some, but it's there.
Also, something to make clear. With that small x0.54 AP gap, Sarasvati isn't one-shotting Rarity with anything, except maaaybe Ryuubi Gaeshi but that's not an early-fight technique. It will take Sarasvati a little time to defeat Rarity
