hiruzen and like 20 anbu were simply stalling and begging for minato to come save them vs kurama, later on anko also says there is nobody in the village who can beat orochimaru if only minato were alive

Minato wins but it's close solely due to speed being equalized. Hiruzen is too featless and hasn't demonstrated enough jutsu (If we take him knowing every jutsu in Konoha at face value he probably wins imo but I don't think this site uses statements like that).
