Not really, Tony got hit multiple times by his finger beams and was fine, whereas Ultron got badly damaged by Tony's Micro Missiles (2) and Repulsor beam, and got One Shot by a Wrist Missile.

Or
Just give Ultron an "At Most (Whatever Tier Tony's AP is)" Durability while his other Stats scale above Cap?
