The Koitern stared out past the horizon. The mighty Koitern, feared by all, slaughterer of a tenth of the world. The Koitern, with his heart of stone. He watched as the empire he had created ceased to exist. He watched as the oncoming storm approached his throne room, filled with the blood and filth of all those he had executed with his own hands.
There was a legend about the Koitern. It was said that he would not kill you so long as you met his gaze. That some force of mutual defiance stayed the hand of death. Most disregarded the legend. Few tried it, and they found it to be true. Unfortunately, no one could meet his eyes forever. What no one knew was that the reverse of this effect was also true; the Koitern would not kill any who met his gaze, but none whose gaze he met could kill him.
And so, the Koitern looked the end of the world in the eyes.
Statue boi just stared at the destruction of reality and survived while Atanti (true form of 682) would've been gone forever if it wasn't for that Ark.
So we are going to give him:
Ôû¬Power null - his gaze can completely nullify the damaging effects of occurances [an incidient or event, e.g. reality being destroyed, the sun blowing up, the multiverse getting nuked, etc.] And anything else that causes harm, even soul attacks and existance erasure attacks (the Flood would wipe out Atanti from existence but the Koitern survived it), essentially making him extremely invulnerable (physical and spiritual) as long as he can perceive the attack. But that does not prevent said attacks from occuring, it just renders it useless against him.
Ôû¬360 Vision - "the Koitern would not kill any who met his gaze (he can't move)" yet this rule still applies even when you are behind him while keeping eye contact, suggesting he sees in all directions.
these abilities should also be given to the 3d version however on a much lower scale. The limits of the power null for the 3d form is unknown so it should be something like "greater than his durability to an unknown extent" just to avoid NLF.

if the statement above doesn't apply to his 3d form then he wouldn't be standing still whenever you look at him because his power null is directly tied in with his weakness (frozen in place when someone is looking at him).
Therefore NO power null for scp 173 = NO weakness wherein he is unable to move when in direct eye contact. So it would be very contradictory for the 3d form of 173 to not have any forms of power nullification.
