18 apparently upscales from 175 Tenatons, so she can one shot
But Shadow has thought-based Teleportation, Time Stop, Spatial attacks, Existence Erasure, BFR and Sealing :V

Shadow uses Time Manip, finds out normal attacks won't effectively hurt her if he goes for that first, and then uses any of his various moves to hax her to death. So Shadow has my vote.

How likely is of Shadow to do that, though?
I mean, I'm pretty sure that Shadow would try something else upon noticing that normal attacks won't work, but the sole instance I remember him immediately going for a time stop was against Silver, I also don't remember him going directly for a EE or something.

I do actually believe that despite 18 having AP advantage to a certain degree, Shadow will just try his usual combat style, or close the gap with the LSA.
So that means Shadow will just time stop, and then finish his job quickly.

Not the match I was expecting, but here we go
Android 18 basically only really have AP going for her, and she doesn't actually one shots since both scale above their listed ratings, meaning their difference is about 5 times in favor of 18
Shadow however, uses Chaos Control a lot in character, so he'll just stop her in time, see that AP doesn't work and hax her
