That was after ten years of water decay though. Additionally Tina had damaged some of the chains when Jasin finally got out. It's presumably why in Jason X he just stealth removed the chains rather than shatter them when the drugs wore off.

I'm not referring to the part 7 or 8 stuff. The novel for X says he broke the chains wrapped around him
