He was literally hanging around with Uraume during chapter 237 and 238 before hitting the JP.
Let's not forget Max Output doesn't mean it increases speed. Todo literally states large scale AOE sacrifices speed. There is nothing suggests it was halee fastest attack either.

Didn’t care enough because he knows he will regenerate. Still doesn’t change the fact that Uraume gores Hakari every time she touches him. She sneezes and Hakari lose an arm or a leg.
Uraume got Maki off guard. It’s not the first time you argue that Maki couldn’t dodge Uraume’s attack. It’s a huge AoE attack that got her and Yuji off guard.
There is nothing about speed in this scene.

Also, by feats Maki is far stronger than Kusakabe. By lore as well.

I also I don't see how this is an sneak attack when Maki and Yuji was literally looking at them directly and has enough time Sukuna was on same line of fire and he dodged that attack
Same AOE & Close attack were dodged without even a single scratch by Hakari despite it was showcased most of his domain was frozen.
Also this is pretty much base Hakari hanging around with serious Uraume knowing he couldn't heal his face wounds
I swear Maki Glazers would make things up just to downplay another character

Also stop being a hypocrite. Every time you got the opportunity you shit on Maki for no reason at all.
Your downplay reached a point where you think Kusakabe is stronger than her, meanwhile the manga acknowledges her as the strongest between them both.
Kusakabe can’t perform her feats. He cannot defeat and kill the Zenin all at once. He can’t face and defeat Cursed Naoya. He cannot go toe to toe against 15F Meguna.
Kusakabe also believes Maki can perform a Special Grade feat, placing her above himself.

You ignored my argument of chapter 237 & 238
Off-guard if objectively wrong when she was straight up looking at them and Sukuna was on same line of fire. Sukuna dodges that attack
He needs speed to survive her AOE attacks otherwise as we saw in his jackpot & his dress would have torn apart.
You again ignored Inos words. Ino says Kusakabe can hang around with Special Grade which he did later onwards.

As for Kusakabe I think he can win with his SD auto counter against Maki it's not like she can dodge that. Unless SD doesn't recognise her or not it's debatable
