9-B+ tournament round 1, match 2 (Rarity vs Sarasvati)

For one, because speed is equalized. For two, no, not being able to use wincons and not having wincons are different. Rarity can "hypothetically" take Sarasvati out, as you say; it matters. Is it unlikely and would it require some specific situation? Yes. But is it imagineable she can achieve it a small % of the time? Yes.
If Rarity can hit and damage Sarasvati a couple few times, then it is possible that she can hit and damage her some more, potentially enough to squeeze out a victory. Is it likely? No. Is it possible a small % of the time? Yes.
Again, even if the chance is very small, Rarity has a chance to beat Sarasvati. Which means Rarity can beat Sarasvati, but the gap between them also means she won't.
If I take my previous analogy. If I face Ronaldo in football, I both can't and won't win. If my football player friend faces Ronaldo, he can win, but won't. This is similar here. Rarity can defeat Sarasvati, but won't.
The randomizer of the brackets unfortunately placed Rarity against an opponent which, like Armor said and I can agree, is a little unfair. That doesn't constitute a stomp, though. The difference may be subtle to some, but it's there.

Also, something to make clear. With that small x0.54 AP gap, Sarasvati isn't one-shotting Rarity with anything, except maaaybe Ryuubi Gaeshi but that's not an early-fight technique. It will take Sarasvati a little time to defeat Rarity
 
I'll probably make another more relevant comment to the above, but later tomorrow since it's late. But I will question this: If I'm assuming she starts with Tsubame Gaeshi like Seras it seems like a stomp. Rarity has good reflexes but not "Teleports and attacks you at the same time" good. Even Ayumu took a deep cut after partially evading. Rarity's a teenager, and she doesn't have the endurance or pain tolerance to react properly to that sort of thing, especially not a blade wound.

When Sara's critically wounds Rarity on the first go, her chances of victory may as well be zero. Doesn't really seem like she can really avoid it. And yes, I know of my previous arguments. That was before I conceded that it was teleportation and not a flash step. Back then I thought she could still react since I thought it was still physically moving from point A to B. If it's just teleportation with an attack at the same time as the passage implies, then that's that.

This conversation hasn't even gotten very far to begin with and I was in the middle of a bigger comment before the thread was shut down.

What you call "dragging discussion" I call covering my bases. I haven't clarified important things like starting moves, stamina/pain tolerance, or other factors. Call me thorough, but it ain't dragging nothing out. I've been in discussions where grace was over and the match was added only for things to turn around completely after extra discussion. Grace being over doesn't mean anything and it certainly doesn't mean the discussion has been "concluded".

Spending an entire forum page hyping up your character and arguing that they either win or force an incon, only to then turn around (and spend what is likely to be another entire forum page if this continues) and say your character loses hard because "well, actually, stomp", is what I would call dragging discussion for no reason.
Arguments have already been made as to why this isn't a stomp, only decisive, with all of explanations, examples, vs rules, and analogies, all clearly stated and defined. I'm sorry, but if you stubbornly keep denying those points because your own perception of "stomp" differs from what the wiki perceives as "stomp", I honestly don't see what else there is to say.

For the sake of it, I'll bring another example (hopefully the last). From the same series as Sarasvati, there's this character. In both physical performance, combat prowess and skill, she is weaker than Sarasvati by a long shot. However, she holds very strong hax, the biggest one being a reality-warping oneshot to kills anyone just by saying "die". If Rarity was against that character, then it would be a stomp. Why? Because Rarity can do literally nothing, she has no options and nothing she does will ever defeat her before she gets killed, no matter how much she tries.
That is not the case against Sarasvati. She outskills and outexperiences with more versatility, but that's it. The AP gap is nothing like said before, and speed is equal, so there's no blitzing involved. Rarity has options, can damage Sarasvati and there is a chance her attacks will work on Sarasvati. Just because Saras has "miD-lOw rEgEneRAtiOn" or can teleport or dodge, doesn't shut down what Rarity can do. Rarity can also block and dodge just fine.
Doesn't work =/= unlikely to work.
