    Ummm, well, for special attacks that are powered by an energy system like chakra to scale to a character's physicals, the energy system needs to qualify under the site's UES standards. Chakra unfortunately does not qualify. So that's why Ninjutsu doesn't scale to physicals by default. You need feats and statements that would allow it to scale.
    For example, let's say that hypothetically Naruto tanks Kakashi's Raikiri. Then Kakashi is able to hurt Naruto with a punch. This would mean that Kakashi physically scales to his Raikiri via direct feats.
    The ETSB has neither of those things going for it, so simply put, there's no good reason for Kaguya to scale to it at all.
    And yeah creation falls under the same rules, same as destruction.
