Is that Type 3 Madness cognition based? If so, it can't really have smurf potency as it's already expected to affect characters regardless of their quantitative / qualitative state if exposed under that condition.

To a degree, this is correct, but no.
To tl;dr a rant that I'm still formulating mentally, it's less a matter of tier and what that tier represents for the information that the madness would be conveying, it's like comparing dumping the entire history of planet earth vs the entire history of the universe vs the sum total of all possible information, like for most intents and purposes, yes they are equal, but there is still a measurable difference in what exactly they are (and thus what sort of mind it'd take to resist such)

That'd probably depend on if there's lore leaning in that direction, as more often than not type 3 Madness is just induced without much more detail as to jump to this sort of mechanics being involved, at least not without a site-wide CRT on how such ability works by default.

The hax Revision page was accepted synth just hasnt added the stuff. I dont think top 1 has a way to with deal high godly, immo type 9, multi layered nep 2 + abstract existence type 1. At least i dont see anything on his pageTop 1 is insane

he should be fourth place in the 7-B tier due to the fact that the Madoka Characters don't resist his passive/tought based cm3 and death manipulation (also works as dura neg and mid godly negation).
These abilities are also layred and even have powernul.
Neo also has HGR ressurection and resist all of their haxs
I also nominate him for third place on 7-C (taking over Taurox's spot).
Taurox only has resistance to Aethry but can't manipulate it, his NEP and PP2 are limited to his mind and he completely lacks offensive haxes.
Neo has HGR ressurection and can see his weaknesses (his neck being only large building level in dura)
Edit: Can Taurox even resist Neo's layred death and cm3? He has 2-3 layers on his second key (at least)
