The moment Alastor realizes he can't get past her shield and starts getting hit, he could simply spend the rest of the fight as a shadow and wait until her mana runs out.

Masked was going to vote Inconclusive, but they will actually vote Frieren FRA.
Frieren is not only incredibly intelligent, but also has centuries of experiences fighting other mages.
She can analyze the fighting styles of people she has never faced before and find their weaknesses.
In addition, Alastor is incredibly arrogant, especially against people he believes are weaker or less skilled than he is.
His low durability also means it should be pretty easy to deal enough damage to incapacitate him for a while.

Honestly im voting Alastor.
I think after getting washed by Adam he's going to be much smarter about not getting sloppy due to ego, And in the long run as long as he's smart
to evade Zoltraak in his Shadow Form while occasionally taking pot shots i think he will likely out last her mana reserves. Or atleast
last long enough so her Mana gets low leading to her being unable to be as overwhelming with her attacks which would allow him to
continue the fight properly.
There's also the chance he can just go through her barriers as a Shadow in which she would be entirely doomed if that's the case.

And what's stopping her from... not attacking? She can just take her time and chill. Her senses also mean she can easily react if Alastor tries to sneak up on her while she's resting.

Yeah, I never specified which version of Base Alastor we're using, which I believe according to SBA means we default to the strongest possible version which would be post-season 2 Alastor due to being slightly more experienced and less cocky

While Frieren would have an easier time beating Alastor than the reverse, thanks to her range spam, her stealth her magic resistant barriers and her AoE spells, she doesn't seem to have a counter for Alastor turning into a shadow to avoid her attacks, which greatly helps his survivability. She also needs to stay completely focused for the entire fight, as due to the physical stats gap, one mistake means death for her.
However, her intelligence, Info analysis and ESP means that she would have an easy time predicting Alastor's attacks and would possibly even determine his staff as a weakness. Her spells are also powerful enough to clear Alastor's minions pretty quickly.
As for Alastor's best wincon, which is trying to exhaust Frieren's mana or more realistically her physical body, it might work, but I have a hard time believing that an Extraordinary Genius like her wouldn't see through it and just not attack.

you dont have to write that High-Mid was allowed, because possibly ratings are always allowed unless said otherwise in the OP
You would only need a rule if you wanted to restrict Alastor to a lower regeneration
