He should as strong if not stronger.

Hf shirou strength comes mostly from copying archer's strength via tracing. Considering el melloi shirou is experienced enough to unlock a new ability in ubw,his tracing should be just as good if not better than his hf self.

As for being the strongest,yeah he should be better than any variant of his vn self.

I would even say he can even beat his oath under snow self, given the experience diffrence and I also heard he is more experienced with projection and he doesnt seem half as self destructive so yeah
unless I am missing something

Keep in mind that Flora is a Servant and a Goddess, so this isn't normal bio hax at all.

ORT can be stopped by tachyon jail and U-Olga still had 6 other unnamed authroities which was never shown
 
Was thinking of a servant gilgamesh match up and I wanted to ask, are servants completely immune to attacks from a different power system from another verse? And would that qualify as mystery as well?

Actually, you could get it to mach 22 if you take the novel's 20km line and used the anime's timeframe
