Not really a fighter but he has passive Low 1-C BFR and weird 12-D immortality/stasis physiology that makes him really hard to kill.

Resistances and such that derive from Eru would be Tier 0. These being Soul Manip, Mind Manip (without consent), and potentially more (some degree of Fate Manip resistance I believe will be added eventually).
These are extra relevant for the Ainur since their actual existence is their soul (outside circumstances) making them literally unkillable no matter what and unable to be mind haxxed without consent... but still BFR or sealing victims (except the Valar to an extent with Dimensional Travel and Void Manip).
But all their formerly Tier 1 abilities are limited to the scope of the universe. High 3-A, arguably Tier 2 but the latter's not on profile.
Notably they have layered (which... again needs to be content revisioned) EM that passively takes your free-will unless they intentionally stop themselves (which neither Morgoth or Sauron will do... said Dark Lords also both have passive FM that causes your soul to either go catatonic or leave your body but... that needs to be added too... verse is still so unfinished).
Nominating Neo Hargraves for a spot in 7-C, 7-B, and 5-B. Honestly not sure how far he'll go (Additionally, Wang Wei kinda needs to be higher in 5-B but eh), but I'll list the shenanigans below;

High-Godly resurrection (Concept type 2, Info type 2, and History)
Infinite potency to all mind shenanigans and willpower.

Time stop and erasure.
Bonker damage reduction, that works on virtually everything (Got hax that destorys ones concept? Good luck, it'll keep getting 50% dmg reduction, stopping him from getting erased completely)

Bunch of resistances, and resists his own hax.
All about 2-3 layers.
5-B:
Concept type 2, Info type 2, and History erasure via an aura (Thought-based, not passive, and need to be within the aura, though range isn't a problem)
1-B Range, Spatial Manip, Teleportation/Invisibility(?) and could attack from higher dimensions making it virtually impossible to dodge.
Regen and res neg as always.
Passive aura, crush, and powernull.
Low 4-C attack as well if that matters.
Thought-based time stop.
Info analysis that lets him see everything about you, including your history.
Death manip and Deconstruction that can kill Space and Time as well.
Resists all of his stuff, and around 14 layers as well, likely more ngl.
I'm not sure if he'll reach high considering there are Low 1-A/1-A dudes here, but idk about everyone else. Wang Wei can't really kill him, and Neo can just snipe him via Spatial stuff since he can also just enter Hell, or time stop him via a thought since he can just think without a soul either way, and he won't be able to bypass his Eternal damage reduction, nor would he be able to destroy his mind due to infinite potency. So I think he can beat him and Saiki.

for 7B part can he interact with Nonexsitent characters cause that is one of the main thing for inbirth characters. For 5B probably gets 12th spot since ksarbrand is anti hax and has 1A soul hax if he hits you.

Skarbrand is a Daemon. His Daemon shit is 1-A. Basic Warhammer BS. Neo hears Skarbrand roar and runs into melee and gets creamed with chaos Corruption.
Unless he makes the Warp stuff instantly, Neo can still just nuke him.
Furthermore, even if Neo did get affected by Skarbrand's roar, that stuff on the profile states it only affects soul and mind on the profile, so Neo should be fine since he can act without those anyways.
And even then, Neo's passive AP crush will kinda crush him to the ground real quick considering the scaling he has, and if Neo truly did get affected, he can just kill him since he'll be crushed into the ground via his Ap and the fact his LS is class Y. Skarbrand is like, hilariously above baseline Planet level. He's not gonna get AP crushed, and the LS thing is funny because Neo is insane, corrupted, and muttering about Blood and Skulls for his insufficient resistances. And being in a Warp Storm or looking at one without protection is insant corruption.
This corruption works on a "yes" level since it comes from folks who work on a "Yes" level. So even with everything, no amount of pontificating about Info 2 or Concept 1 or much else is going to be working here.

I don't recall Skarbrand was like this. If he just has a passive corruption that sends everything to a 1-A place or smth of that potency, how come he's that low?
Upon reading Warpstorm varies in size. and regular warpstorm which what Skarbrand spawns unlike the big ones doesn't create warp rifts

Trust me if I thought it'd make Skarbrand automatically go tier 1 I'd have lead with that, but a Warpstorm of any size unprotected is bad news bozo for people even in-verse.

If he has those shenanigans (Ie being able to affect the Concept and Info), just add them to the profile, otherwise it is misleading.
I don't mind Neo losing, but at least add the things you mentioned to the profile, since they are very important here as it doesn't seem apparent at all.
Also, for the LS, I didn't mean Neo grappling Skarbrand, but moreso his aura crushes people to the ground (LS).

Comes from Fantasy, I'll probably be the one to bite the bullet and force equalization for mind/soul between both verses, since they are the same series it's just not current reflected in the profiles because reasons. Same goes for magic.

Characters only qualify for a tier if they are physically in that tier themselves. Tiers through amps that increases both Attack Potency and Durability also works, and the same applies to tiers via technology.
Prep Time is only allowed if the character gets its tier via that.
Speed is equalized by default. Spots via speed unequal are valid, but without defeating someone at speed equal, both characters will share a spot.
SBA is assumed
Two characters from the same verse can't occupy different placements in the same tier (ex. two SCP characters can't occupy the first and second placements in Tier 1-A, they can only share the same placement in that tier)
