So, after that the Collector's edition of the Book of Bill came out, I was sad to see that it added basically nothing besides some few minor codes. So I decided to make some little changes around Gravity Falls because I think we did miss some stuff still.
Because of this, everything in the cosmology should be upped by 1 dimension, as the actual tiers would be this (they're all 1-B now):
In short, Dipper and Blendin can have access to this unstable Time Weapon, which creates a portal in space-time which would constantly grow while also taking in beings and objects from different time eras until the universe eventually collapses on itself. This is textbook Low 2-C ED.
Time Baby should also get it as he powers up all of the Time Police's equipment through his chronokinesis, though considering that the weapon is unstable when it happened, I dunno if it should be a solid or a likely/possibly rating.
Blendin should also get Portal Creation and Summoning based on not only the Low 2-C thing above, but also the fact that with his weapons, he can create portals which summon stuff from other eras.
Considering that Time Baby empowers these weapons, his Time-Based summoning should be a full thing and not a possibly anymore.
[Base key] High-Mid Regeneration: Bill reformed his body after being reduced to just eyes and limbs. While currently it has no type, the reason was mainly because of this:
But here Bill is actually regenerating his actual body, even if it's incorporeal. Meaning that his Regeneration should be also this for his Weridmageddon key:
People who know better than me about how Regeneration is handled in cases like this can correct me though.
[Weirdmageddon key] Type 2 Information Manipulation: Bill mentioned that everything in the reality beneath Dennis is made of code considering that everything is just a holographic card for him, with Bill also mentioning how everything is fundamentally of something smaller, which can manipulated to make something new, which is pretty much in line with our Type 2 Information being the building blocks at the basis of reality. Considering that the statement is pretty literal and not a simple metaphor (as for example, a literal world inside a comic can be manipulated through altering the paper, or 2D videogame chatacters being damaged by destroying the CD from where they come from), and Bill's Weirdmageddon being stated to be capable to destroy the very fabric of existence, this implies that it can pretty much alter and destroy it. Considering that Bill was not bothered by such destruction, given his casual dismissal of the thing, Ford saying that for him the Weirdmageddon would be just a game despite ending the world, and Bill being straight up powered by said rift, I'd argue that he should also gain Resistance to Type 2 Information destruction as well.
[Base key] Aspect Type 4 for Nonexistent Physiology: Simple, given that his current evidence is being everything he is but also not, he also should lack information given that everything in the cosmology is made of it, including also logically the Mindscape.
Edit: As brought up from @Thanganimator, the Base key should also have Resistance to Petrification and Transmutation from him being able to return to his normal state despite his body glitching and turning to different things including stone.
Unholy Manipulation: Bill here is just being an edgelord, he's not literally saying that his powers are demonic, evil or whatever.
Transformation and Bodily Weaponry: Not sure why these are on his Base form. They happen only during Weridmageddon, so they should move there.
Aura: That's just his body glowing, not him literally having some kind of energy around his body lol. Should be Light Manipulation off him emitting light from his body instead.
Accelerated Development: The scan is this, and is just Empowerment. AD is growing far faster than regular beings in things like combat or training (active actions), but here Bill is just passively getting stronger through the Rift. It's literally just the latter, "passive AD" makes no sense at all.
Supernatural Willpower: This is the one that bothers with me the most. Let's see each of the scans used.
How is this SW?
This is just Resistance to Madness hax. There's no proof that Bill has endured it while also being affected from it.
Not only this isn't SW, but it's also clearly hyperbolic (how can you wait for "eternity"?)
First scan is pretty much just him wanting to look creepy (plus it's really dark so we can't really see what's going on), second we know that Bill is a being made of pure energy, and because of this he doesn't really feel pain or fatigue unless he's possessing a human body or it's his eye. So yeah, it's more like a thing regarding his physiology.
Bill was clearly getting affected from this and it's just his own words. And if we gonna take that way, the Theraprism staff also said that they will also take forever if it's needed to cure Bill, and "forever" cases are their forte. I am not getting SW just because I say that I won't improve while locked in an asylum, come on now people.
As such, these should be downgraded to Type 3 based on its description

Nothing that is too impactful here, just that the blog makes it clear that the base Multiverse has 11 Spatial Dimensions. However, where is the temporal one (as otherwise there wouldn't be time)? If a character can only regenerate damage to their soul but not their body, their page would explain that they have soul-specific regeneration and list no type. Similarly, if a character can regenerate their concept but not their body, their page would list them as having regeneration with an explanation that it is concept-specific and has no type.

Type 2 Immortality: We see that Bill's body was still held together by an unknown substance, and given that we know literally nothing about how his physiology works, I don't think it can be assumed that it's the same as a normal animal held together by just tapes after being cut in half, especially knowing that Bill is incorporeal. Forgot to add this one.- Non-Physical Interaction - Concept (Type 2; Can interact with concepts, tasting life, describing it as being like "Uracil Cytocine and Thymine", or fear, which instead tasted like "the entire cheesecake factory menu put into blender". Can seal souls inside concepts)
- Conceptual Creation (Type 2; Implied that he was the original creator of the seven deadly sins several times)
As such, these should be downgraded to Type 3 based on its description

Case-by-case specifications and explanations are necessary for such concepts and examples, and they are likely not going to meet the same standards for abilities such as High-Godly regeneration that other concepts may. Conceptual manipulation of this type can be resisted by those who resist sufficiently similar abilities, even if the exact mechanics may differ.
