I'll concede, though. Evidently, the history of the Saiyans and Tuffles depicted in episode 27 of GT and described in the Perfect Files matches up perfectly with their history depicted in Plan to Eradicate the Super Saiyans, which is evidence that I have no real way of arguing against.

Your entire argument is founded upon the idea that Tapion's sword and the Dragon Fist are carried over from Wrath of the Dragon. Nothing in the source material implies Goku did not develop and first use the Dragon Fist against Super 17. Why is Goku ad libbing a technique such a far-fetched idea to you? He has improvised new moves before; say, for example, the Feet Kamehameha.
