Most people go into Battle Shounen for cool fights, cool characters, and cool art/animation.
Not to mention most people started Naruto as kids.
for a casual viewer, less obvious aspects of storytelling are usually glossed over because of cool things going on, so when the culmination of all of those events happens, people get confused or upset when things betray their expectations.
when that happens, instead of reevaluating their own understanding of a series, people will instead just believe it's bad writing and move on.
Naruto, JJK, MHA, Bleach, DBZ, and a lot of other Shounen get hit with that heavily unfortunately.
Naruto gets hit with it doubly so since it is a Shounen (a "genre" people are always trying to oversimplify) and a member of the HST (three of the most popular Shounen so it's fun to hate on it or call it ass compared to their favorite niche series)
there are also other factors like goons on social media, that one plague of gripes video, the anime not always being the best at adapting certain story beats that Kishi's art just does better, people putting an absurd amount of a series value solely on its ending, etc.
