Whats the 9-A feat? Also i assume you cant downscale Rugal and put him as At most High 6-C or something right? Also shouldnt KOF15 buff Rugal? I think Rugal is spoken as above some characters in the cast there

Also if separating KOF94 from the others is gonna be a thing, shouldnt the ship explosion from Rugal be brought into question again?
In KOF 2002 Rugal is a special boss character, if you win he pulls the same thing he did in 94, ngl but the idea Rugal escapes like the player team you fight him, is way more assumed then other way around, even if you say he was gonna escape too, he was heavily injured in comparison, why cant we go with the idea he tries to kill himself along the teams as last resort, canonically Rugal dies by succumbing on too much of Orochi power, which should be way more then the ships blowing up

This. I cannot think of a good reason to scale Rugal to High 6-C; it is clear that Kyo, who was on his level in 95, is unable to land a hit on Goenitz. Downscaling would require Kyo to be able to fight or harm to some extent, but this does not occur. The fact that Goenitz thinks nothing of Rugal, even after bestowing Orochi power upon him, indicates that he does not regard Rugal as equal to Orochi followers at all.
Rugal in KOF 15 would most likely scale to Low 2-C, as would all of the other characters.
I will try to bring this up in a thread. At the very least, I will try to make it a "Possibly" rating.

Yeah but later in 97 they fight the followers evenly and i assume you wanna scale them to Orochi from their ending too since its the canon ending
How you go about that? Other solution is to say Orochi scales above the cast and sealing was the only solution to beat him

Actually, Kyo can fight Orochi followers in 96 and 97 (being Goenitz and Yashiro, who performed Tier 7-6 feats), so he and other fighters can scale accordingly.
Orochi simply would scale above the rest since he's technically treated as the god-tier of the saga.

He had claims of being a humanity wiper also and kof15 shows he does it after returning thanks to his followers and Goenitz being back

Well, no. Even Omega Rugal doesn't scale to the followers because '95 Kyo got stomped by Goenitz. You can think that the power gaps are set between 95 and 96.
I am aware of that feat, it could potentially scale Orochi much higher than High 6-C, but I will get to it later.

Of course it's inevitable that we'll get Orochi Saga KOF vs. SF matches with their Class M LS and 9-A/High 6-C tiers once the revision's over.
(at least Oni and Kage has latter;wonder if Sakura explicitly beating Zangief in one SF4 Aftermath episode would upgrade Class 5, so it'll be fair for other characters, even more so than AOF Ryo stomping Dan)
