Whats the 9-A feat? Also i assume you cant downscale Rugal and put him as At most High 6-C or something right? Also shouldnt KOF15 buff Rugal? I think Rugal is spoken as above some characters in the cast there

This. I cannot think of a good reason to scale Rugal to High 6-C; it is clear that Kyo, who was on his level in 95, is unable to land a hit on Goenitz. Downscaling would require Kyo to be able to fight or harm to some extent, but this does not occur. The fact that Goenitz thinks nothing of Rugal, even after bestowing Orochi power upon him, indicates that he does not regard Rugal as equal to Orochi followers at all.Whats the 9-A feat? I will try to bring this up in a thread. At the very least, I will try to make it a "Possibly" rating.Also if separating KOF94 from the others is gonna be a thing, shouldnt the ship explosion from Rugal be brought into question again?
In KOF 2002 Rugal is a special boss character, if you win he pulls the same thing he did in 94, ngl but the idea Rugal escapes like the player team you fight him, is way more assumed then other way around, even if you say he was gonna escape too, he was heavily injured in comparison, why cant we go with the idea he tries to kill himself along the teams as last resort, canonically Rugal dies by succumbing on too much of Orochi power, which should be way more then the ships blowing up

Probably gonna take a while for me to get that.Of course it's inevitable that we'll get Orochi Saga KOF vs. SF matches with their Class M LS and 9-A/High 6-C tiers once the revision's over.
