I've done many requests already involving obscuring text. (**** Mashle and Kaiju No. 9)
Basically: you can't. You can only estimate what the rest of the image probably looks like. Even if you're a skilled artist and (for some reason) decide to devote your talents to filling out renders for free, you're still not technically being faithful to the original art.
This is why it's much much much more preferable to simply choose a better image if it's available.

If you're looking for practical advice for removing text and reconstructing an image:
The pen tool and the stamp tool are your best friends in this regard.
Use layer masks, and separate the outline from the color.
The pen tool will allow you to fill out curves in a convincing way, and the stamp tool lets you copy patterns which is helpful for filling out stylized art. For example: this render I did. The fill between the outlines is not a solid color, it's all patterned at different shades, and so I utilized the stamp tool to fill in new outlines in the original style.
It is not perfect, and if you look closely you'll find the reconstructed sections include a pattern that's sort of patchwork, but looking from further away it's pretty convincing. You can also stroke the pen tool paths in Photoshop to make new outlines easily.

Wait, i still thinking this kind of picture is artist draw a bird first, and then they slapped all kind of text, icon, etc...on the already existing bird, we only need to remove text and icon so the base will show itself???

That is not how it works.
The entire bird might've been drawn out, however that is not something which is accessible to us.
When you save an image, it is saved as-is. If you remove the text, there will be nothing behind it.
