Scaling would still need scans to verify that A. the guy you are scaling llyod to can do that stuff, and b, llyod scales. And if you think llyods profile is wrong, then simply prove it.

Musashi from Fate solos! Hah! The bitch isn't even tier 2. Pretty much anybody with Authority/Tier 1 shit wins.
Reinhard Heydrich from Shinza Bansho solos Ninjago by existing with a laundry list of abilities AND a few passives. I can name a few more.
I can name an entire laundry list of my favorite Warhammer characters that aren't even tier 2 but still obliterate the verse.

I just listed all of my favorite characters that had smurf shit lol. I have a lot of characters that would solo all the Tier 7's but get stopped at the Tier 2's and I'm fine with that lol, I don't like them cause their strong.
