Because the Statement is about Part I Kakashi not War Arc Kakashi
Part II Base Lee, Base Guy, and Base Kisame do not scale to War Arc Kakashi nor have they in any previous scaling.

He used it three times against Deidara (teleported his arm, tried to get his head, and explosion) and incapped himself
He used it twice in Pain Arc (teleported a nail and a rocket) and died.
He used it a few times in the war but Kurama kept amping him.

That's... very false. Kakashi's powercliffing was marginal until vs Kakuzu, which he is only comparable, but inferior to. So it's not like it's some drastic change, considering that Base Kabuto is considered his equal, and he is unsure of taking on Orochimaru. Meanwhile, Kakashi is only using just his base Sharingan against the SNSOTM, and ultimately beat Zabuza (but not Haku, he sacrificed himself, again) again. So, what you're saying is completely incorrect.

I'm unsure about scaling Haku to High 7-A, War Arc Kakashi's Tier. I know that Haku was holding back to not kill Naruto and Sasuke, but any effort from him would lol stomp both. And even if Haku was holding back and not wanting to kill them, I'm pretty sure Haku didn't want to be trashed by KN0 either.
