That's one of my concerns too. Because if we use the Multiplier and 7th Gate Guy is not 6-B or nowhere near it the Multiplier wouldn't work.

Technically, nobody really scales to 7th Gate Guy afaik, so it wouldn't really affect the scaling much tbh.

I think it’s allowed if it’s a set multiplier. You can’t downscale from something like Sage Mode, where it’s ‘At least 10x,’ but you could say, downscale from CS2 to get CS1.

Didn't Edo Madara fight 7th Gate Guy? Also if if the multiplier applies to 7th Gate then shouldn't we use the 7th Gate spped then for the 8th Gate Rating?

That key doesn't differentiate between Pre and Post Shinjuu, so I think it's fine the way it is, unless you guys want to give Madara an extra key.

Post Shinju (Basically, covers the absorption of the Shinju to Madara gaining both Rinnegan and RinneSharingan)

The issue with this one is that he clearly got stronger after gaining his second Rinnegan and has better feats, so we'd need a third key to cover that. Unless we downscale him to Naruto Post-Shinjuu and give him a "higher with the second Rinnegan" or something.

Personally I believe Madara Pre and Post Shinjuu One Rinnegan is 5C. I don't get why the statement of Hagoromo doesn't make him at least Possibly 5C or just 5C at best...
