Why do the Admirals and Yonko not have the same tiers?

Why do the Admirals and Yonko not have the same tiers, eventho it was stated by several sources that the admirals are pretty even compared to the Yonko. Examples being:

  • Shanks was stated to be able to fight admirals equally (In the editor's note)
  • Roger, Whitebeard and Shiki were the rulers of the New World before the Yonko but still Garp and Sengoku were considerd their competitors/rivals, Roger said that him and garp nearly killed each other on many occasions
  • Whitebeard blind sided Akainu but still got part of his face blown off and after some melting Akainu was able to continue to fight against Whitebeard's right hand man, Vista, Crocodile and the other commanders. With their first encounter Whitebeard and Akainu went equally against each other, Akainu even holding Whitebeard's bisento to the ground with one leg
 
Garp and Sengoku being that strong is a feat for them, not for every Admiral ever.

And Magu Magu is stated to ignore durability.
 
There is also the clash between WB and Akainu, for me this evidence is enough for them to be comparable, but there have been countless threads on this subject anyway.
 
I also think that the admirals are scaled far too low. Low 6-B seems to make better sense in relation to the Yonkou, but there isn't much we can do about it here.
 
We had this discussion at length months ago. @Antvasima wasn't there a discussion rule put in place or was that just talked about?
 
I do not think that we have a discussion rule or that we need one.
 
They are very underrated, yes, and they should be rated as Small Country level, but there is nothing that we can do about it here, so I will close this.
