What's Maxwell usual in character move? Bill starts off with transmutating and I don't see Max having any resistance towards it.
 
Low-Mid doesn't work against transmutation, you need High for that
 
Regenerationn? I don't think so. I don't think Regenerationn will help Max if he's turned into a taspery.

Immortality? According to the Immortality page, those with type 5 immortality are deathless and needs Existence Erasure to kill them. Unsure about this one, however the OP doesn't specify what the victory condition is. Basically Bill snaps and Max is incapacitated.

Gonna vote for Bill for now unless he has a way to counter Bill's Transmutation.

While Maxwell could potentially hax-rape Bill, I see the latter snapping his fingers before Max can do anything. Voting for Bill.
