With prep and prior knowledge, Rick should take this. He's extremely intelligent and if he gets either of those two things, he's pretty much set. Rick ignores dura, and Time stop and Spacial Manipulation counters Roar of Time and Spacial Rend, Rick most likely strategizing more efficiently than Cyrus, not to mention that he has more versatility with his gadgets. Pulling out a gadget and going ZAP is quicker than throwing a pokeball, waiting for the pokemon to come out, and finally ordering it what to do.
 
So I made a mistake earlier when saying Time Stop counters, I remembered that Dialga and Palkia have infinite speed. But I'm still sticking to my vote for everything else
 
Rick with a month of prep is very terrifying. What he has to do is prevent Cyrus from releasing Palkia or Dialga. He does any of those and it's over.

Though to be fair, gicen Rick's still a normal human, Weavile, Gyarados, Honchkrow, etc can put in work too.
 
You could have used the CRT I left open for season 4, you would have seen me telling someone to use spoilers tags.
