He can't touch people at will, no. He can't interact with them either, for the matter.
He puts them to sleep, and then manipulates their dream ala' Freddy Krueger. His weakness is exactly that he can only interact with the mind through the mindscape, and that he'd become able to replicate all the effects he can do in the dream in the real world, were he to get a body.
