The description of VIII on the Mercalli Scale is "Damage slight in specially designed structures; considerable damage in ordinary substantial buildings with partial collapse. Damage great in poorly built structures. Fall of chimneys, factory stacks, columns, monuments, walls. Heavy furniture overturned."
As you can see in these panels, the damage was slight to the structure, so it can fit the description of a VII or VIII earthquake. The actual revision here is Baste Dungeon. Baste is an enormous structure (larger than most skyscrapers in either calc) and is supposedly an experimental fortress built in preparation for battles, which is confirmed again later.
Now, it's not stated directly to be designed against earthquakes like this, but it's most likely a specially designed structure. So my proposal is that Ruin has an AP/Dura of Large Town level+, possibly City level. This is pretty consistent and a good supporting feat for Meliodas, who can one shot Rui even after he amps his durability. Plus Ruin could somewhat damage a very casual Meliodas, so this makes sense.
This would scale to Dogedo, Dale, Friesia, Golgius and Jude.
