Regardless Garmadon likely takes this through AP advantage, being able to take many attacks from Raven without much issue due to Type 2/7, and having a large variety of ranged powers to match Raven in versatility. As well as making multiple clones of Raven to fight and overwealm her.

Also Raven can just point at Garmadon and he'd be frozen and left open to being impaled or dismembered
